Judith A. Cook

Center Director

​Dr. Judith Cook, PhD, is an internationally recognized authority on mental health services research, specifically the study of clinical and rehabilitation outcomes of children and adults receiving community-based care. She designs and implements innovative programs to enhance the health and behavioral health of vulnerable populations. She consults with federal, state, and local authorities on behavioral health service system redesign and alternative financing. Dr. Cook directs the Center, and Co-Directs the UIC Academy for Policymakers.

Lisa A. Razzano

Research Director

Dr. Lisa A. Razzano, PhD, CPRP, is Associate Professor of Psychiatry and Deputy Director of the UIC Center on Mental Health Services Research and Policy. She is an internationally-recognized expert on mental health, with particular expertise in psychiatric rehabilitation, physical health co-morbidities, and services research. She serves as investigator or co-investigator on multiple studies. Dr. Razzano oversees the Center's Research and Evaluation Program, and is Director of the UIC Science Showcase.

Jessica A. Jonikas

Training Director

Jessica A. Jonikas is Associate Director of the UIC Center on Mental Health Services Research and Policy. For over two decades, she has been influential in preparing and mentoring the behavioral health care workforce. She also is co-investigator or program director on multiple studies to promote self-determination, recovery, wellness, and research translation in public mental health settings. Ms. Jonikas oversees the Center's Training & Dissemination Program, and is Co-Director of the UIC Solutions Suite.

Jane Burke-Miller

Picture of Dr. Jane Burke-Miller

Co-Director, Science Showcase

Jane Burke-Miller, PhD has worked for over two decades with federal, state, and local agencies and organizations on behavioral health services research involving self-directed care, supported employment, financial education and asset development, co-occurring psychiatric disability and medical conditions, safety, trauma, and HIV/AIDS. She has extensive experience in research design, measurement, longitudinal data analysis, and multilevel statistical techniques. She is the Center's biostatistician and Co-Director of the UIC Science Showcase.

Peg Swarbrick

Picture of Dr. Peggy Swarbrick

Director, Solutions Suite

Dr. Peggy Swarbrick, PhD, OT, CPRP, FAOTA, coordinates activities for the Wellness Institute of the Collaborative Support Programs of New Jersey, and is associate professor and Director of Practice Innovation and Wellness at Rutgers University Behavioral Health Care. Dr. Swarbrick is involved in research, training, and consultation activities in the areas of wellness and health promotion, employment services, the role of peer support workers, and strategies for enhancing recovery through participation in valued occupations. She serves as the Director of the UIC Solutions Suite. ​

Sam Shore

Director, Policy Academy

​Sam Shore, MSW, is a Principal at TriWest Consulting Group. His focus is on creating recovery- and resiliency-oriented systems of care in publicly-funded settings. Mr. Shore has extensive leadership experience in public mental health services policy development, operations, and evaluation. He also served as the state director of mental health services for veterans and their families, and as project director of a jail diversion and trauma recovery grant. He serves as the Director of the UIC Academy for Policymakers. ​
