NEW RESOURCE: CCBHC Podcast Series
Certified Community Behavioral Health Clinics (CCBHCs) provide a comprehensive array of mental health and substance use services. CCBHCs serve anyone who wants assistance, regardless of diagnosis or insurance coverage. They operate in most US states, with some states supporting multiple clinics.

What is the Certified Community Behavioral Health Clinics Demonstration?
In 2014, the Protecting Access to Medicare Act (H.R. 4302) passed in Congress. Section 223 of this legislation establishes a Certified Community Behavioral Health Clinics (CCBHC) program to improve mental health services in select states. It establishes clear definitions and service guidelines for CCBHCs, creating a common definition for high quality, accessible, and comprehensive care. It also outlines two new payment models to improve reimbursements by using costs of services provided rather than fee schedules. The original legislation earmarked $1.1 billion for the community behavioral health care system. The Coronavirus Aid, Relief, and Economic Security (CARES) Act included provisions to expand the demonstration program through November 30th, 2020. It also added two additional states (Kentucky and Michigan) to the demonstration program.

CCBHC Expansion GrantsAs part of the COVID-19 relief bill and funding package passed in December 2020, $600 million was allocated for CCBHC expansion grants.
In January 2021, SAMHSA released grants to 134 clinics, enabling them to become CCBHCs. A round of grants was released in July 2021 to 100 additional clinics. |
The National Council surveys CCBHCs
The National Council surveyed the CCBHCs one-quarter of the way through the two-year demonstration to determine how participation has affected state capacity to expand and improve services. Survey results confirm that when community behavioral health clinics are incentivized to provide evidence-based care, and provided with compensation that adequately covers their cost of doing business, they can transform access to care in their communities.
Clinics are increasing access to mental health and addiction treatment; expanding capacity to address the opioid crisis; collaborating with partners in hospitals, jails, prisons, and schools; and attracting and retaining qualified staff who offer science-based, trauma-informed services – often on the same day patients present for care.
